Our Park Faces an Urgent Threat Today
WHAT'S AT STAKE?
The City is considering Civic Center Park for a new Police Headquarters. The park option is estimated at approximately $162 million for design and construction, excluding significant mitigation costs.
3.5 acres of the current Civic Center Park is at risk of becoming part of the police facility site.
The potential changes extend beyond the park itself: more traffic and police activity, 24/7 operations, noise disruption, construction disruption, habitat/wildlife loss, changes to park access/open space, and significant impacts on surrounding neighborhoods.
Big questions need answering: What safeguards are planned given the number of children and families who frequent this area and library? Will detainees ever be released from this location? Where would releases occur? At what hours? What security measures would be in place? How would detainee transportation interact with park and library traffic?
These questions aren't meant to create fear. They're questions that should be answered before choosing a location—not after it's built.

Residents are Fighting for a Voice
Newport Beach is currently in a legal dispute with City Hall over voter-backed measures. A judge recently ordered the City Council to place three charter amendments on the 2026 ballot. However, the City has been attempting to appeal this ruling to delay the vote until 2028.
Meanwhile, the City is already allocating funding and resources toward the Police Headquarters project while the voting dispute continues. This raises an important question: How far could the project advance—and how much could be committed—before residents have an opportunity to vote?
Residents deserve to know the facts and deserve to make a decision before commitments become final.
